Topic: Early Intervention service providers (vendors) have been given a Quality Incentive measure - Starting a child within 31 days of referral. Beginning in July, 2024, up to 10% of existing program rates will be predicated on meeting this measure. There is a great deal of confusion about the Early Start QIP including: is this mandatory and what happens if my program doesn’t participate?

• Isn’t this “bonus” money? (No!)
• What is being counted as the “referral” date?
• How might programs track this date against the first date of service delivery?
• What kind of data backup will programs be required to collect and provide? When does all this start?
• Who will benefit from this discussion? Administrators of Early Intervention Programs; Individuals involved with referrals, billing and budgeting; other interested persons.
